Nearly fifty years on the water

Anna Coves was platted along the shores of Lake Anna in 1977 and has grown in four sections since. The Association, chartered in May 1981 as a Virginia non-stock corporation, was conveyed Lot 10 — the boat ramp area — that same year. It exists to maintain the common grounds, uphold the covenants that protect property values, and keep neighbors connected.

News from the Board

Highlights from the October 17, 2026 Board meeting, held at Lot 10 with more than 30 property owners attending. Newsletters and meeting minutes are available in the documents section below.

Action Needed

Covenant Renewal

Renewing the covenants with 100 percent approval is the Board’s top priority. Each consent form must be notarized and returned. The original Deed of Declaration containing the covenants expires in November 2027, so we need to file the updated covenants before that time. Please help your neighbors get theirs signed.

Capital Project

New Dock Complete

The new dock is finished and has been inspected. The final cost was $125,595, and more than $30,000 remains in the reserve fund.

Approved

Old Launch Dock Upgrade

The Board approved up to $13,000 for Shoreline Services to reposition the poles, install new ledgers and joists, and add composite decking to match the new dock.

Heads Up

Launch Ramp Drop-Off

There is a 2.5-foot drop-off at the end of the ramp where several trailers have hung up. We have installed marking tape on the dock showing where the ramp ends, so use care to avoid backing a trailer past the marker.

Finances

Treasurer’s Report

2026 dues have been received from every member but one. The operating account stands at $8,328, with $4,500 spent this year, mostly on mowing. Year-round portable toilet service is now required, at $88 per month. The Board will explore sending invoices electronically to offset rising postage.

Looking Ahead

Reserve Study and Bylaws Updates

The Board has approved the updated reserve study, and the Bylaw Committee is still working toward revised Bylaws by the next annual meeting.

Opportunity to Recruit New Board Members and Officers

President Paul Denk and Secretary Scott Birdwell will be stepping down, so the Board is looking for neighbors willing to serve. All seats are up for election at the annual meeting in June. Anyone interested should contact a Board member to express their interest.

Common Grounds

Lot 10 — the boat ramp & dock

Reserved for the community in the original 1977 Deed of Dedication, Lot 10 has been the heart of Anna Coves ever since. The new community dock is complete. Here it is, finished.

House Rules

Using the common area

  • 01 The common area and boat dock are reserved for Anna Coves property owners and their authorized guests only.
  • 02 Lock the gate to Lot 10 behind you — even while you're on the property.
  • 03 Replacement keys are $10. A first lost key is $50, and each additional lost key adds another $50 (a second lost key is $100).
  • 04 Boat slips are first-come, first-served for Anna Coves property owners — there are no assigned slips, so an empty one is fair game.
  • 05 Don't permanently fasten bumpers or cleats to the dock, and use a proper bow line and bumpers — Lot 10 is open water and gets wave action.
  • 06 ACPOA isn't responsible for theft or damage to boats. Report any dock damage or unauthorized use to the Board.
  • 07 Low water has left a drop-off at the end of the launch ramp — it's marked with tape. Don't back a trailer past the marker.

2026 Reserve Study Update

The Board approved the updated Replacement Reserve Study at its October 17, 2026 meeting. It brings the Association’s 2010 Miller-Dodson reserve study forward to 2026 dollars and tests whether current dues keep the reserve fund healthy over the next 30 years (2026–2055).

WHAT’S IN IT

An inflation-adjusted inventory of the common-area assets, from the entrance monuments and gate to the picnic shelter, boat ramp and docks, with 2026 photos of each. It also includes a year-by-year replacement schedule and two standard funding analyses, the Cash Flow Method and the Component Method.

WHAT CHANGED

The new main slip dock ($125,595), the old launch dock repair ($13,000) and two new dock benches ($1,223.50) are now reflected. The floating buoys are no longer maintained and have been removed. Rip-rap bank protection is in good condition and is not scheduled for replacement.

WHAT IT FOUND

At $100 per lot per year ($11,600), current funding is above the Cash Flow Method minimum and keeps the reserve positive through 2055, so no immediate increase is needed to avoid a shortfall. It is below the more conservative Component Method figure, and a larger group of replacements is expected around 2040–2041. The Board will consider whether to phase in an increase over the next few years.

Covenants at a Glance

What every owner agrees to

The full text governs, but here are the provisions owners ask about most.

RESIDENTIAL USE

Lots are restricted to residential use, with narrow exceptions for a resident professional's home practice.

DWELLING SIZE

New construction requires a minimum of 1,200 sq. ft. of living space with central heat and air (added by 2002 amendment).

VEHICLES

No unlicensed or unregistered road vehicle may be kept on a lot beyond 15 days. This has never been applied to ATVs, golf carts, e-bikes, or boat/jet-ski trailers.

STRUCTURES

No mobile homes or trailers as permanent dwellings; RVs and camping equipment are for temporary, non-commercial use only.

MAINTENANCE

Owners keep their lots and improvements in good repair, and are now responsible for mowing their own road frontage.

ENFORCEMENT

Any owner may enforce the covenants, but no covenant grants a right to enter another owner's property — disputes go to the Board or the courts.

Concerns & Enforcement

Filing a complaint

ACPOA handles two different kinds of complaints, each with its own form and process.

Neighbor-to-neighbor

Covenant, Bylaw & Rule violations

For issues like property maintenance, unauthorized vehicles, or dock misuse. Submit the covenant complaint form to any Board member or by mail; the Board considers and issues a decision, and there is no internal appeal.
